Website accessibility compliance in Winkler and Morden

Remote WCAG 2.1 AA audits and repairs for Winkler and Morden manufacturers, retailers and services under Man. Reg. 47/2022.

Winkler and Morden are neighbouring cities in Manitoba's Pembina Valley. Winkler had a population of 13,745 and Morden 9,929 (Statistics Canada, 2021 Census of Population). Customers, employees and job applicants move between the two cities and the surrounding rural municipalities, so the same people often use websites from both.

Since May 1, 2025, organizations with one or more employees in Manitoba have been covered by the Accessible Information and Communication Standard Regulation, Man. Reg. 47/2022 (s. 2(c) (opens in a new tab)). Web content published on or after that date, or needed to access an organization's goods or services, must meet WCAG 2.1 Level AA (s. 7(1) (opens in a new tab)). We work with Winkler and Morden organizations remotely.

Which organizations in Winkler and Morden are covered

Any organization with one or more employees in Manitoba. Manufacturers, retailers, contractors, clinics, restaurants and community organizations all fall within the regulation. Large employers must also document their accessibility measures and policies (s. 3(2) (opens in a new tab)) and a training policy (s. 4(4) (opens in a new tab)).

Websites we see most often in Winkler and Morden

Statistics Canada reports that manufacturing was the biggest employer in Winkler at the time of the 2021 Census, followed by health care and social assistance, and retail trade. The Government of Canada's economic profile for Morden lists the same three key sectors. Morden is also home to a federal agricultural research centre that has operated there since 1915. The issues below are common patterns, not findings about any particular organization.

Manufacturers and their hiring pages

With manufacturing the largest employer, careers pages matter. Online applications often use file upload buttons with no accessible name (4.1.2), time out without warning (2.2.1) or report errors only in red (3.3.1). Product catalogues are frequently scanned PDFs. Product labels and product information fall under an exception in s. 7(2) (opens in a new tab); job applications and contact forms do not. See professional services and trades and contractors.

Retail and regional shopping

Store locators, flyers posted as images (1.1.1), product filters that need a mouse (2.1.1) and low-contrast price text (1.4.3). See retail and restaurants.

Health and community services

Booking tools, intake forms and event registration pages that cannot be completed by keyboard or screen reader. See clinics and healthcare and non-profits.

Languages other than English

2021 Census data for the Morden–Winkler area show German, Russian and other languages spoken at home in a share of households. If your website has content in another language, it needs to be marked in the code (3.1.1, 3.1.2) so screen readers switch pronunciation correctly.
